The card is a yearly card, so you are able to play in November without renewing. Any tournament beginning January 1, you have to have a current registration. This is how it has been in the past and I have not heard anything different to present.

I thought the SSUSA tournament year began in November so that would require a 2014 card.....

The new season does begin after the Vegas Worlds, but your card runs January to December. I used to play in November, and I did not have to renew till January. If that has changed, I am not aware of that.

All new cards now expire 10/31/xx. You'll have to at least submit/pay your renewal to play in Florida. SSUSA will have you on record even if you do not receive your card by the time of the Fort Myers tournament. I went through this exact situation a couple of years ago. ( I think that's why they changed it :-) )

Called last week and was told that I would need to renew for the Winter National because it is considered a 2014 event

cw,

You are correct. I checked on the SSUSA website, and player cards expire October 31. Not sure how long it has been this way, but it is this way now. Most likely, a new card may not be received by the time of the next tournament, but it will be in the SSUSA system. You can apply over the phone with a credit card, or you can bring your completed registration form and money to the tournament and submit upon check-in.
