Rules of the game
I need a clarification on a ruling. Batter hits a base hit and reaches first, there are now runners on first, second and third. the team calls time out quickly. they substitute the runner on first , but never declare it to any umpire or even give numbers of substituting players. Play is resume and we appeal that this is an illegal substitution.

Question is, when should the appeal be made and what should the outcome be?

please clearify.

I looked over the rules in the SSUSA rule book and it looks like a lawyer wrote it LOL

But the best I can understand from it is : if before the pitch, make correction and keep playing if after a pitch the coach is ejected for not reporting a sub.

Not sure that the sub rule applies here.I don't believe that Courtesy Runners are considered substitutes.(per the substitute rule).
