If the end rod is removed from an Ultra II is it still legal in SSUSA?

I guess that I'll be the one to answer this.
I believe that all associations agree that altered bat aren't allowed. Removing the rod, adding endload or shaving the handle or barrel makes any bat altered.
Of course it is ok for the manufacturer to change a bat characteristics if it is recertified. (insert a smilie face here)
