Dicussion came up at Phoenix last week about a so-called "Impact" Players List. Does such a list exist and, if so, what is it's purpose?

oops didn't finish my answer,the purpose is to keep M+ players from playing at AAA or lower,also to keep major teams from loading up with big time players,before they are rated to M+.
