As it is, you need to get to 1st before you have the CR option.
Though it is imo used advantageously to win games more so than real the need, it has been a given over the decades and if it changes it will hurt the game.
Many other things have come and gone only to gum up the works during that time frame.
Personally I like it. I have been run for, and have ran for others as well.
