The player has to be from a state that touches Florida.

In addition the player(s) can't be on a major plus team or be on the impact player's list. (I'm not sure about the ipl as it is from SPA and the tournament is SSUSA.)

Not one i was looking for but it might help, Somewhere there is a graph or formula for this that simplifies it.

rightj1 - It means that in order to be rated a Major team, the team's roster composition must be:

• For the 2012 Season: NOT more than three (3) players on the roster may have team affiliation history at the Major+ level in either 2010 OR 2011; and
• For the 2013 Season and thereafter: NOT more than two (2) players on the roster may have team affiliation history at the Major+ level in either 2011 OR 2012 (computed on a two-year rolling player history).

The practical effect is that the former un-stated policy of allowing up to five (5) such out-of-rating players has been discontinued and replaced by fixed limits on out-of-rating players, at three (3) for the coming season and two (2) thereafter.

The same limits also apply with respect to AA (for AAA history players) and AAA teams (for Major history players). Teams that exceed the new limit of 3 will be re-rated to the higher rating lavel.

softball4b - Short answer: NO - Major+ rosters do not have to be qualified rosters, but the players must be otherwise eligible to compete based upon meeting the residency and age requirements. Those players will also accrue Major+ team affiliation history for the next two seasons.
