The way I understand the rule for Line or Plate.
If there is a 2nd plate (safety plate) to be touched, then you must touch it!
If there is a line drawn then you must have a foot (ON THE GROUND) on the line or past the line before the catcher has the ball. NOT across the plane of the line or 2nd plate.

SCMAF is where I first incountered the mat, as far as I can remember 1975 (somewhere around there) I started playing and the rec leagues all used them.
SCMAF (Southern California Municipal Athletic Federation) had always used them. ASA & USSSA used the strike zone (front knee, back shoulder). Easier to call strikes and balls because they were judgement.

Santa Barbara is alive and well for the Tournament May 19-20.
Teams have expressed interest in coming. Deadline is 14th May.
As you know Santa Barbara is expensive for Hotels / Motels, so either find the nearest Motel-6 (7-in area) or try Ventura / Oxnard area. The teams going to Oxnard I will try to contact on site with them and find out if they are interested in May tournament. Last year cancelled due to MOTHERS DAY.

Change of PLAN. The 65 age group for May 12th - 16th, will play on Wednesday 12th & Thursday 13th not the Weekend.
Hope this doesn't inconvience anybody. Tri-Tip, Hot dogs will still be served. Any feedback ( ).
