Chico.. the runner was where he belonged in the baseline. It’s a defensive players job to throw over or around him as long as the runner didn’t move into the thrown ball I would have no call play on

your terminology is wrong .. obstruction is on the defense and interference is on the offense.. it sounds to me per your scenario that the runner did everything he could to avoid the pitcher.. that being said Int. doesn't have to be on purpose.. it's a tough call without seeing the play but many times if the fielder was given the oppurtunity to make the play but muffs the ball and has to change direction I usually would have no call play on

one other thing as far as making an appeal.. the appeal can't be made while the ball is still in the outfield.. I once had a 2b man yell out blue the runner on 2nd left early just as the outfielder was throwing the ball back in to the infield and before the runner on 3rd had scored.. I tried to explain to him that the ball must be back in the infield and then a proper appeal can be made

5.7 • SCORING OF RUNS
A. One run shall be scored each time a runner crosses the scoring line or touches the scoring plate, after legally touching all bases in proper order.
B. No run shall be scored if the third out of the inning is the result of:
1. A batter-runner being called out prior to reaching first base or any other runner forced out due to the batter becoming a batter-runner.
2. A runner being put out by a tag or live ball appeal play prior to the lead runner crossing the scoring line or touching the scoring plate.
3. A preceding runner is declared out on appeal involving a force play. NOTE: An appeal may be made after the third out in order to nullify a run.
C. A limit of five runs per inning, except in the “open inning,” may be scored until the final inning. (See §5.5(1) for Major-Plus exception).

TOTF .. I would have a no catch once the glove landed on the ground .. when the fielders glove came off had he caught his glove in the air before it hit the ground and then secured the ball showing posession I would have a catch

A. Any attempt to use an illegal bat in SSWC or SSUSA play will result in the batter being ejected from the game. The second offense by a member of the same team will result in the player and manager being ejected from the tournament.

C. The base runners will be instructed to return to the base(s) occupied at the time the illegal bat was used, providing there are fewer than three outs.

if INT. is called on the runner it's a dead ball .. runner is out .. all base runners except the batter will be returned to their previous base unless forced to advance. If in the umpire’s judgment the runner involved in the play negates a double play, the umpire "MAY" award a second out .. the 2nd out would be where the umpire judged that the out could be made

bandylegs.. I deal with many rec leagues of all different div's and the MAIN problem is when they make up their own rules.. I always tell them DON'T use wording that leaves a gray area that can lead to different interpretaions of the rule.. my advice is to look up the definition of the word MAY and then ask your board members to give their definition.. I believe that will answer your question

these type of calls are tough without seeing the actual play.. the runner was where he belonged in the baseline advancing .. defenders want the runner to duck out and leave the base path so they can make the throw .. I have seen many times the runner veer right or left and still get hit.. it is the fielders job to throw over or around the runner .. was the runner trying to protect his head from the thrown ball?? was he jomping in the air?? if the runner never made contact with the thrown ball I "MAY" have no call play on.. the only actual rule to where a runner may not be is running from home to 1st base the last 30' they must be in the running lane and then it's umpire judgment whether he interfered with throw to 1st base.. it's a tough call without seeing the play

with a runner on 1st I always position myself about 20/25 ft from 2nd base and about 8 to 10 ft behind the base line and NEVER in front of the bag it's not safe ... a rule of thumd for any base umpire should be when the ball is in the infield you belong on the OF side of the base line.. when the ball goes to the OF you button hook in to the infield

There is nothing in the rules that says a batter cannot switch sides of the batters box as long as the picture is not in position and ready to pitch… also he doesn’t have to walk behind the catcher and umpire

when I worked tournament ball I ALWAYS had a pre game meeting with both coaches and explained what I expected which included keeping the batters in the batters boxes.. if this is a problem you should have brought it up with the tour. uic or tour. dir.

batter in the bathroom I would tend to give him a break and wait a couple minutes..

flip flop.. it would depend on weather conditions.. being in vegas if it was real hot I would give the team a couple minute break to hydrate

softballjunkie.. there is no rule that says a batter must break their wrists and I agree with you that a slap hit is legal.. and it has nothing to so with the chopping the ball rule as DD stated above

I have never liked part of the wording in SSUSA rule 7.6 (or does not take a full swing when deliberately hitting a pitched ball) and in the past I have asked SSUSA to define what a full swing is but never did actually receive an answer other than I'll know it when i see it ..lol

to me a "FULL SWING" is when a batter starts with the bat back behind their trail shoulder and then swings forward following thru completely and having the bat end up over their forward shoulder as a batter with power going for a HR .. then you have hitters who do swing the bat but usually take a 1/2 to a 3/4 swing when hitting to the opposite field .. to me that is still a legal hit but it was DEFINITELY not a full swing.. should they be called out per the wording of rule 7.6 ??

nancy.. since I wrote this rule as I said several years ago each of our 5 divisions has adapted their own version on whether a batted ball is a strike or just a dead ball do over..

Idontknow... we also have a couple div's that allow the pitcher to field a driven ball.. I personally don't like that because pitchers then tend to only get 1/2 way behind the screen after releasing the pitch and it is almost impossible for the umpire to track the pitch and try to watch to see if they are getting fully behind the screen..

also the screen is there for the pitchers protection .. them jumping out to make a play on a driven ball eliminates the protection of the screen
