Here is Tiffany's response, First part is clear as you noted, second part is somewhat unclear but my inference is two fold,
1) As you suggested, don't register any players until I have a full committed team.
2)If we do get started and then disband, players may be able to move to another team at the discretion of SSUSA.

Tiffany's Quote:
You are only allowed one release per season, so if you play with team “A” in Winter Nationals, you would need a release to go back to your regular team “B”.

If a team disbands then that would mean they aren’t going to play in the World Master Champs.

They would need to email us to inform us so we could properly note that, but that would not count as a formal release and potentially someone could go to one more team in the Season.

Thanks mck71, took your advice and emailed Tiffany. Will post her response. As the manager, I suspected the first part, which you verified, so as a registered manager I decided to skip Ft. Myers, 1st time in 10+ years, to give myself some wiggle room if I can't put a team together. We have missed most of the last two years with roster issues.

if you play in the November qualifier(Ft. Myers in this case) with a team that you are not normally associated with, are you now a registered member of that team? If so and you then want to return to the team you normally play with you need a release from them to return to your normal team. Not a problem, except you are only allowed one release/year, so if you re-sign with your normal team(already registered for 2020) but it fails to make a playable roster are you done for the year? Or, if the team disbands can the players sign with another team?

Getting started on the 2020 season. We are a AAA team, based out of Oshkosh WI. We hope to play 5-7 tournaments in SSUSA, SPA, and NSA.
Players can be from any state East of Mississippi.
We will be going to Ft Myers, FL in November, Join us and Play ball!

And an additional thanks to Thomas and his crew for the "pressure cooker" work they had to do to not only get the 5 games in on Friday, but also dealt with teams leaving, and a lot of miss-communication on who was staying and who was leaving. And congrats to the Chicago Greysox for their 75-80's win. And, well, welcome to Wisconsin, you never know what the weather will be.

Simple reason is your browser Zoom is a bit too high. Just try a couple of Ctrl -(Ctrl Minus). Or use the Zoom controls in the View Menu(at least in FireFox).
