Which base?
Rule about a runner going to first says he must touch the orange bag if a play is being made on him/her. Unless the play at first forces him/her to touch the inside bag. Now, if there is no play on the runner at first, does he have to touch the orange bag or can he touch the white bag? Have not found this answer in the rules. Staff? Thanks

If there is no play I believe he can touch the white. Rule 8.4(1) says:
If there is a play on a batter-runner going to first base, the batter-runner must touch the portion of the double bag extending into foul territory. If there is no play the rule is not in effect.
