Is It LEGAL?

Is it legal for a 65 year old to play on both a 60's AAA team and 65 AA team in the same tourney?

According to the general rule, he would NOT be eligible for the 65-AA (Rating Index: 3) because of his 60-AAA (R/I = 5) experience ... Generally, players may only participate at a skill level not more than one Rating Index level less than their highest rated experience history ... For a specific player inquiry, which may have extenuating circumstances that could be an exception to the general rule, please contact the Sacramento Office at (916) 326.5303 to discuss your situation in detail ...

Is there a document on the website showing all of the rating indexes?

So how will SSUSA know when a player is doing this?
And what is the penalty if he gets caught?

B94 ... Yes, the Rating Index chart link is available on this website from the TOURNAMENTSRULESTeam Rating Index (R/I) • Player/Team Experience ratings chart PDF digital file drop down menu above

Az Iz ... The incompatible roster composition will show in our internal player database on the rosters of the respective teams ... If it comes up ahead of the tournament, we'll flag it and talk to the managers and/or the player to discuss and resolve it ... If it's done on-site and we're not involved, the most likely outcome will be that we will notify the player that he is no longer eligible to participate at 65-AA for a two-year period until the 60-AAA rating experience history expires ... The system will automatically flag the player and prohibit him to be added to a 65-AA roster for that time ... Any penalties would be considered after a non-public inquiry ...
