Can a sanctioned SSUSA tournament charge a fee to file a protest?

SSUSA does NOT charge a "protest fee" in any of the sanctioned events we administer ... Independent Tournament Directors operating under SSUSA sanction aren't supposed to do so, either ... But it's one of those things that is difficult to enforce in the absence of any Home Office personnel present ...
