obstruction
A batter pops the ball up in foul territory. The ball is about to land right in the on-deck circle. Does the on-deck batter need to make a reasonable effort to get out of the way? If he doesn't move at all and the catcher or corner infielder can't make the catch, can the umpire rule the batter out?

yes he can... this is a judgement call on whether or not the on deck batter made an attempt to move out of the way and that a defensive player would have been able to make a play ... also the call is interference... obstruction is called on the defense

BJ is correct. An offensive player cannot interfere with a defensive player attempting to make play on the ball. It's an umpire judgement call.
