I cannot find the rule covering this play.

Runner on 1st, no outs. Ground ball to the 2nd baseman. Runner on 1st starts to run to 2nd base, but stops to avoid the tag and starts to run back to 1st, but does not reach first base. Umpire calls the runner out because he ran back in the direction of first base and says he cannot do that unless the batter/runner was out before the runner on first base initially started to run back to first base.

I have been to many umpire schools and was always told that Home is the only base that you cannot return to. All others you can. but if you go back to first and standing on first with the runner that just hit the ball the defense can either throw it to second or touch you even if you are on the base and you are out.

RRG ... The SSUSA Rulebook does not specifically address turning back toward a base other than toward Home plate in an attempt to evade, avoid or delay a tag ... Between Home and 1st Base, this is a dead ball out and all on-base runners return to the base occupied at the time of the pitch ... The Rulebook reference is §8.3 H. on page 45 ...
