Can a batter hit a pitch after it hit the ground, if it goes fair is it in play, if it goes foul is it a strike?

no.. once a pitch hits the ground or the strike mat it is a dead ball

§6.15SHORT PITCH -
A pitched ball hitting the ground in front of the home plate is a dead ball. A ball shall be called on the batter.

§7.5BALL CALLED BY UMPIRE -
A. For each legally pitched ball that does not hit the strike mat, or touches the ground before reaching the strike mat, and the batter does not swing. Any pitched ball that hits the ground or strike mat cannot be legally swung at by the batter. NOTE: If the batter swings at a pitch after the ball hits the ground, the ball is dead and all runners return to the base occupied at the time of the pitch. A ball is called.

and the umpire lights up the batter like a Christmas tree for being stupid and unsafe or maybe that was just me.

Nancy sir, well, you bring out the smart*** in me. So, yes, a batter can hit it, but the result is still the same, dead ball. I would never light you up for that. I can say dead ball, but I can't physically stop the batter from swinging anyway. It doesn't happen very often in my games.

I was glad to see we agree on a knee doctor with sports experience.

I once had a team walk me after hitting a couple HRs. Instead of just intentionally walking me the pitcher thought it was funny to cuss at me then bounce and roll the ball. I managed to hit the bounced ball back up the box. Only time in my life I was able to intentionally blow up the box. Ha! It was great timing and well worth giving him a shin burger.

Wayne37, please read the rule as posted by Dave above. Dead ball is the correct call. Of course even though I am pretty loud, no one will listen and just react to the hit ball. I do occasionally enjoy a funny batter that hits a ball that he knows is not live just for fun. I have only had one batter hit a bounced ball in my years and only one that squared up and bunted, also a dead ball.
