Ratings for new teams
How are new teams rated in SPA and SSUSA?

Usually AAA but you might have to define"new" team. Example: there are teams that start a "new" team with 5 Major players and therefore they are a Major team. SSUSA does track player history and that will factor in what Rating a team will be given. Not entirely positive about SPA but the suggestion is always if you want to POSITIVE, call the home office (SSUSA you will find the number here and it's West Coat time, SPA has their own website).
