Minnesota & Michigan
Since these two states share a state line that is in the water, can a Minnesota player play on an Michigan team legally according to SSUSA rules?

Nope ... Within the continental 48 states, the bordering states rule is defined as a "land border" ... Minnesota doesn't have a land border with the Upper Peninsula of Michigan ... NOTE: There are some "merged states" in the Northeast that open that area up for more equitable opportunities for roster composition (See Rulebook pages 80-81 for more detailed info ...
