Runner leaving base early
At what point during the pitch can a runner leave the base and where is it stated in the rule book ???

Rulebook §6.13 • NO PITCH • Page 37
No pitch shall be declared when:
C. A runner is called out for leaving his base before the pitched ball reaches home plate, is batted, or touches the ground before reaching home plate.

"Reaches home plate" has got me in trouble at times. I've taken off a few steps once the ball was over the plate, but no contact with the ball by the batter. "But blue,....."
