Not sure what the name of the app is, but The Huntsman Games uses one that works pretty good. Maybe you could contact them.
Not sure what the maximum number of teams per age group and ranking the HWSG softball software can handle.
Last years 60 men's were broken down this way after three seeding games.
Major/AAA 6 AA Blue 6 AA Yellow 6 A Blue 6 A Yellow 6
A few age groups for men only had five in the top group, then six for the others. The 74+ men only had three groups for finals.
