Generally, YES he does ... Depending on your team's age, rating and number of players already on your Las Vegas roster, there may be other factors in play ... Please call the Sacramento Home Office at (916) 326.5303 during normal business hours in the Pacific time zone and ask for the roster/eligibility department ... They can help you ...
