Discussion: Adverse wind conditions

When the umpire determines that adverse wind conditions exist and that only strikes will be called, can there be an intentional walk? Thank you
My sense of it is YES ... An intentional walk is not preconditioned on an inability to throw strikes in windy conditions ... All the pitcher has to do is point to 1st base and say, "Put him on."
Is this an SSUSA rule or a local league rule? I could see pitchers taking advantage of this and trying to throw every pitch at the front or back of the mat, throwing 20 pitches to each batter.
