Rules of the game
Runners on 1st and 2nd, base hit and play/throw at the plate gets away from catcher as runner from 2nd scores. Runner that started at 2nd, after he scored, thought he missed plate, and went back to touch home while runner that started from 1st is trying to score. the return throw from catcher to pitcher covering home hits 1st runner and bounces away, secong runner scores. Is there any penalty or is thrown ball hitting runner ok? does it matter if 1st runner touched home or not on 1st pass?

Not touching a base or plate is always an appeal play, and from what you describe, it is not a blocked ball (NSA term for it) which involves people or equipment that get hit by a throw that do not belong on the field. Like Taits, if I knew which association it was, I could probably tell you more. Do you think that the 1st runner got in the way of the person covering home fielding the ball?

Presuming they were using the regular home plate to score the situation the way you describe it there would be no penalty. The only way a penalty would be invoked is if the runner intentionally interfered with any throw.

It's a crash....it happens.

In a senior tourney we had an UMPIRE, out of position, take a step back and knock a runner down before he crossed the scoring line.

The play at the plate was made before he got to his feet and Runner was out:)

This was a girls fastpitch game using High School rules. No second home plate, no line. 1st runner went back to touch plate and throw to get second runner hit 1st runner going back to touch home. Second runner scores. 1st runner did not get in the way of the person covering home, just the second throw from catcher to pitcher covering home to get second runner.
