The Bob Kapeller Memorial Tournament, hosted by Menifee Valley Upper Division Senior Softball (MVUDSS), will be held on Wednesday, February 22, 2017 at the Big League Dreams Sports Complex in Perris, CA. This tournament is replacing the Wounded Warriors tournament of previous years. All profits will go to the "4 Paws 4 Patriots" charity which provides service dogs training and equipment for disabled American veterans.

This tournament is open to all tournament and recreational teams 55 years of age and over. Discussion: Umpire Hit by a Batted Ball

SSUSA 2015-2016 Rulebook Section 9.1.X Dead Ball states "When a fair ball strikes an umpire or base runner on fair ground before passing or touching an infielder." There is some confusion as to the meaning of "passing."

Here's the situation. With a runner on 1B and the field umpire stationed directly between but beyond both the first baseman and second baseman, a line drive, which neither baseman had any chance of catching, hit the umpire. Some say, live ball because the umpire was stationed beyond the two basemen and therefore it passed them. Others say, dead ball because the basemen had no chance of catching the batted ball and therefore it never really passed through them. What's the call? Live or dead ball?

What one shortstop can do with ordinary effort may require extraordinary effort for another. Especially in league play, many umpires are aware of players' abilities. What's the call?

Discussion: Missing 1st Base Before the Throw Arrives

If someone asked me as an umpire what I would call if the batter-runner missed 1st base before the throw arrived, I would probably answer, "Well, the batter-runner never touched the base and the 1st baseman did, so the batter-runner is out."

Apparently, I would be wrong according to several sources on the internet including the SCMAF (Southern California Municipal Athletic Federation) Rulebook Appendix C - Points of Interest which states the following: "If a runner passes 1st base before the throw arrives he/she is considered to have touched the base and the umpire must call and signal the runner safe. An appeal is then made by the defense if the base is missed."

So, I have 2 questions:
(1) What is the SSUSA ruling, and
(2) What is the logic behind the ruling?

Discussion: Legal/Illegal Use of Courtesy Runner?

Batter gets a base hit and a fielder throws the ball past the catcher attempting to throw out a runner trying to score. The ball remains in play and is rolling around in foul territory during which time the 1st base coach touches and replaces the batter-runner who had just reached first base. Time still had not been called. What should the umpire do/call? I think I know the answer, but I'd like to hear from you.

Also consider what happens if the ball eventually goes out of play. If it's legal to insert a courtesy runner before time has been called, then who gets to advance --- the batter-runner or the courtesy runner?

In a league game last week, a batter seeing a big opening up the middle choked up on his bat and "punched" a line drive up the middle that landed on the outfield grass on a fly. The defense argued that this was not a full swing and the batter should be called out. Rule 7.6.E in 2013-2014 rulebook.
