When a ball never leaves the infield. 1) does the batter/runner have to step on the red bag? 2) if he steps on white, who's call is is it? 3) is it an appeal or automatic up to umpire? 4) which umpire? 5) must the ball be thrown? [•] Whether or not the ball leaves the infield is irrelevant; [1] Yes, IF there is a play at first ... Batter-runner, Defender and Ball in the mix at or about the same time constitutes "a play" at first; [2] Whichever umpire has the best look at it ... NOTE: The batter is only obligated to touch a portion of the red bag ... If his foot hits the "centerline" (both bags at once), he's good ... There is NO prohibition against touching the white bag so long as he also touches the red bag simultaneously; [3] Automatic (non-appeal) call; [4] Same as [2] above: Whichever umpire has the best look at it; and [5] Probably, unless the play has the 1B or P fielding it and heading to the bag unassisted, in which the rule may apply ...
