AS I UNDERSTAND THIS RULE . WHEREAS A PLAYER PLAYS WITH TEAM A , THEN PLAYS WITH TEAM B. THAT PLAYER THEN BECOMES FROZEN ON TEAM B FOR THE REMAINDER OF THE YEAR. IF THIS PLAYER QUITS TEAM B, HE WOULD THEN BE INELIGIBLE TO PLAY IN THAT AGE BRACKET FOR THE REST OF THAT CURRENT YEAR.

SUGGESTED REVISION;
ALLOW FREE FLOW OF PLAYERS (WITH-IN CURRENT PLAYER ELIGIBLITY REQUIREMENTS), JANUARY THRU JUNE 15 (CHANGE FIRST RATING TO JUNE 15). AS OF JUNE 15 RULE 4.2(1) &4.2(2) WOULD GO INTO EFFECT.

IT IS MY OPINION THAT THE CURRENT ENFORCEMENT OF THIS RULE IS TOO CONSTRICTING ON BOTH PLAYERS AND MANAGERS. HOWEVER , I SUPPORT THE INTENT OF THE RULE TO MAINTAIN THE INTEGRITY OF THE RATINGS. THE ABOVE IS ONLY A SUGGESTION TO ALLOW PLAYERS AND MANAGERS SOME FLEXIBILITY FOR THE EARLIER QUALIFIERS.
I BELEIVE THE INTEGRITY OF THE RATINGS WOULD STILL BE IN PLACE BY THE JUNE 15 RATING AND FULL ENFORCEMENT OF RULE 4.2(1) &4.2(2).
I HOPE THIS SUGGESTION ALLOWS FOR SOME DISCUSSION AND RE-EVALUATION.

He can be on two rosters so, if he is eligible for that use it.
The rule book also mentions a referral to section 9.2(2)... but there is none and 9.2 is off base for that team player thing anyway. 9.2 is about Foul third strike.  Some bad cross reference checking here or none at all in the book.
I also think there is a time frame, but I believe to start locking in players to teams back in say Novenber of '07 for the '08 year is not good.

yes,
The sticky part is all the jumpimng around from team to team. the part about playing on one and the PICK UP part 2 play on another teram then you have to go one age up and or classification like you seem to be concerned about, rightfully so.
