As for the 5 or more win or loose by for 3 tournaments, I think that is fair. But I do have a question as to WHICH tournaments, that is not said...Qualifiers or major ones, Other major assns like SPA or ISA then great, but if that includes regional or local ones like we have in CA, I sure the heck hope not, because they do not use anything close to the same rating scale as SSUSA. It's not the same or close. No roster checks except for the one tournament the assn puts on. A team that is actually rated in a AA div can pick up their 2 players from M+ teams. There is no regard to that part. So, tournaments that are actually not National should not be considered. Even if they sweep some tourneys quite a bit...Which happens.
The new hand out to umps and officials is long over due but that's hindsight, getting them to do it honestly, is another thing .
On the emergency form, good idea depending on what is there or replied to. Big Brother.... A DLN and especially one's SSN is\are NOT needed at all. Period. SSUSA has on file all DLN's but they too are not needed for treatment. Remove those two items from the form and it would be good. ER's may not refuse you treatment. ER's may not ask you before hand is you even have INS. Only after treatment can they ask you to provide the info.
On the BAlls... We, I know I was, were told that the May test ball was a 52\275 ball. Developed by XXX for XXX. Not a 44\375 as you wrote. I also think that was verified by others as well. Use a 47 cor MS ball, even less "moisture" holding properties. Combine with a 400 or 525 compression and you should have a winner. Except maybe for one person. lol, My .02
