There was a stutterer in the movie, but he wasn't one of the bad guys. These guys also played in movies about prisons. One was the warden of a chain gang camp, and the other had his problems with a snake.

Okay, it was Strother Martin and Lee Van Cleef. Strother was the warden of Paul Newman's chain gang camp ("failure to communicate"), and Van Cleef was the ugly in "The Good, the Bad, and the Ugly", and also was in charge of New York, the prison, in "Escape from New York, with Kurt Russell as Snake Plisken.
