I believe that the Phantom was David Niven and the only other person other then Peter Sellers that I remember from the movie was Robert Wagner. So thats my guess

Sorry for letting this go, at a tournament in Fl. and had no wifi. Answer is they got fired by Paramount as a result of the bad box office and it was Zeppo's last movie with the other brothers.
