As Pine Tar is an organic base, you might try Nail Polish Remover as it is Acetone. Or try Isopropyl Alcohol. These may remove the paint so be careful.

last week as I was passing through our den :) I overheard something on HGTV. They were trying to clean up some dinning room chairs and said the weakest solvent was paint thinner. They named a total of four but I only remembered three, paint thinner, acetone, and lacquer thinner.
You might even want to try some waterless hand cleaner such as GoJo.

You may want to consider a butyl based degreaser or one of the D- Limonene based products like ìDe-Solve-It.î These are much safer than any solvent based products and will probably do the job for you. Leave it to dwell on the spots you want to remove for about 5 min. Hope this helps.

I use Goof Off remover to clean my bats. It doesn't damage the paint job and removes everything I wanted to remove. You don't have to rub that hard. I bought the Goof Off at Wal Mart.

Turpentine removes tar. It's still recomended for removing tar from auto finishes. It'll work and it's cheap. What you have left over can be used for paint remover.

I just remembered the 4th solvent, kerosene. Paint thinner, kerosene, Acetone, and lacquer thinner.

I would think that the "Bug & Tar Remover" that you buy at auto parts stores would work. You may even have some sitting on the shelf in the garage. I have used soft scrub and it has worked also.
