Discussion: Foul Tip vs Foul Ball

I umpired USSSA games and the caught foul ball rule was that any contact of a bat with the ball that wasn't in fair territory was considered a foul ball and an out if the ball was caught. If I am not mistaken, that means there is no such thing as a foul tip For USSSA purposes a foul tip on the first strike in a count would be an out. In Senior softball, would a foul tip on the first pitch be an out or a strike?
