For SSUSA,
1) you must be eligible SSUSA player (have a card or paid home office and are waiting for card)
2) you must be able to play in that division depending on your skill level (ex. 50M can play on 50AAA but they are only allowed 3, 50M CANNOT play on 50AA, skill level goes by the team you played on last)
3) they need to add you to their roster (must meet the specific "border state" rules unless you are a PLUS player and then teams are allowed 2 non borders from their side of the Mississippi I believe)
4) IF you are planning on playing for your regular or different team next year, you will need them to release you their roster which can only happen one time

Believe that's the basics.

As Dave always says, call the office on the left coast if you have any specific questions
