If there is no managers meeting scheduled, do the teams check in at the park, sign the waiver form and pick up our balls?

YES ... You should (maybe already have) receive the Waiver by email and are more than welcome to fill it out and have your players sign it ahead of time ... Other items are handled with the Director(s) before your first game ...
