Can a player, who is rated Major+, play on a 55 Major+ team as well as on a 55 Major team without needing a release?

NO ... A player may not be on two rosters in the same age group simultaneously ... He may, however, "double roster" vertically, such as on a 55-Major+ team and a 50-Major team (or a 50-AAA team as one of the three allowable "out of rating players") if he is otherwise eligible as to residency ...
