No such reference to my knowledge in the SSUSA Rule Book ... What's the "back story" on your question, since that's not usually a random inquiry in someone's thirst to acquire obscure knowledge? ... But to start with, it's generally a safety based relaxation by an umpire of the requirement to actually step on a base when running in misty, rainy, foggy conditions ...

Thanks. Back story is our local league was looking for some more official guidance. Guess we already have it "On rainy days, in the interest of safety, and upon concurrence of both Managers, an exception to runners touching each base can be implemented. In such cases, the runner need only touch the ground near the base." That sounds similar so we'll keep it. Thought maybe someone had already defined in more detail. Not necessary.
