Has the courtesy runner rule changed? Rule says a courtesy runner can be used at anytime. Umpire told us differently. Who is correct?

8.5(1) • USING COURTESY RUNNERS
Any player on the roster and present may be a courtesy runner if listed on the official lineup. A courtesy runner may be used for a base runner at any time, but
the same courtesy runner may not be used more than once per inning. Any courtesy runner found running more than once per inning will be called out. Any player on the team roster may be a courtesy runner; he does not have to be playing defense or in the batting order

The most recent rule change regarding the CR was to limit the entry of a CR to before the first pitch to any batter ... The practical effect is that mid-count entry is prohibited ... If he's not in before that first pitch, he gets to wait until the next batter is up and try it again ...

Dave, I didn’t consider that as a recent change since it’s been in effect and in the rule book for a couple years.. I thought he might have meant since the new amendments from the end of last year and I knew of none

B.J. ... Totally agreed ... But how we define "recently" is impacted in some parts of the country by the virtual "vacuum" created by the COVID-lost 2020 Season ... Hopefully the return to normalcy is this season's winner ...

DD has referenced the latest change concerning courtesy runner entry requirements, and under the tab for SSUSA Rules the most recent amendments are 2018 Rule Book amendments, if any of the SSUSA staff are reading this post, would it be beneficial to add amendments for 2019, 2020, 2021 to the same drag down tab showing those amendments also helping to keep all of us better versed in changes, just a thought. I reference the Rules tab frequently, others probably do also.
