nancy.. since I wrote this rule as I said several years ago each of our 5 divisions has adapted their own version on whether a batted ball is a strike or just a dead ball do over..

Idontknow... we also have a couple div's that allow the pitcher to field a driven ball.. I personally don't like that because pitchers then tend to only get 1/2 way behind the screen after releasing the pitch and it is almost impossible for the umpire to track the pitch and try to watch to see if they are getting fully behind the screen..

also the screen is there for the pitchers protection .. them jumping out to make a play on a driven ball eliminates the protection of the screen

Rangeview.. here is a pitching screen rule I wrote years ago when we held our October outside tournament here in The Villages.. feel free to use it or make changes to adapt to your league.. 1 change many divisions have made is that if a screen is used the pitcher must pitch from the pitching rubber and placing the screen no more than 3 feet in front of the rubber

1. The screen will directly face home plate anywhere within the 2x10 pitchers box. The screen must be positioned from one to three feet in front of the pitchers position, and must remain positioned there the entire 1/2 inning unless there is a pitching change.
The screen must be placed to the left of a right-handed pitcher, and to the right of a left-handed pitcher to maximize the pitcher’s safety.

2. Any batted ball striking any portion of the screen as observed by the umpire will be declared a dead ball strike unless it is the third strike in which the batter will be called out.

3. Any pitch delivered with the screen not in a legal position will be declared “no pitch.” If a pitcher refuses to place the screen in the correct position, the umpire will notify the player’s manager and remove the pitcher from the pitching position for the remainder of the game.

4. If a pitcher chooses to use a screen then they “MUST” step behind the screen after every pitch, failure to do so will result in an illegal pitch being called by the umpire and the pitcher will be issued a warning. If a second warning is issued to the same pitcher during the game then they will be removed from the pitching position for the remainder of the game. If the batter swings at the called illegal pitch, it is nullified and the result of the play stands.

5. For the safety of the pitcher they are not allowed to field any hard driven ball that is hit up the middle (umpire judgment) the penalty for doing so will be a dead ball single for the batter and all runners will advance one base if forced to do so. The pitcher will be allowed to field a slow rolling grounder, a line drive over the top of the screen or fly ball with no penalty (umpire judgment).

6. All thrown balls by the defense that hit the screen are in play, and the screen may not be knocked over or pushed to the side to allow a throw by a defensive player. Any thrown ball that becomes entangled in the screen becomes a dead ball, and all runners will be awarded the base/bases they would have attained had the ball not become entangled in the screen (umpire judgment)

grayhitter.. a TD is not a UIC they do all the logistics and run the tour. the UIC of the tour. "SHOULD" be in charge of all rulings pertaining to rules and interpretations of rules.. again I don't believe you will find a specific rule on verbal int. .. I'm going to steal a slogan DD always uses I'll know it when I see or hear it happen..

if it was the catcher or "definitly" someone from the opposing team and I had the time to do it I would call out no pitch and then toss the catcher/opposing team player for unsportsmanlike conduct.. if he called it late and I had no time to call no pitch I would definitely have verbal int. I would award the batter 1st base since it was a full count.. and then listen to all the B**thcing for his stupidity

you wont find a specific rule to cover this ..I would not have verbal Int. on that... 1 scenario would be on a catcher yelling foul ball on a ball that landed fair and runners had stopped running

One thing I should’ve added is that the only time I might have obstruction on the fielder would be if the runner gave the fielder the opportunity to make a play and the fielder booted the ball and then changed direction chasing the ball and ran into the runner..

Donna, I brought that up years ago that I wished SSUSA would change the wording and add the USA version..

several years ago in our Villages Rec. league I actually had a Mgr. come out and argue that a 1st baseman made an "illegal catch" per the definition in the rule book because he caught a short hop throw from the SS that bounced up and stuck in his arm pit the 1B then grasped the ball with his hand and I called the runner out..

the mgr. quoted the illegal catch rule and stated that all movement of the thrown ball was stopped when it was wedged in his arm pit and that he did not use his hand or glove therefore I should rule it an illegal catch.. I told him that I didn't disagree with him but when he grasped the ball he completed the legal catch.. he said he disagreed and I said ok but I win because I have the clicker

I definitely think the rule should be re-worded

DieselDan.. we have 5 mens divisions and 3 ladies divisions rec leagues here in The Villages that I sent out the SSUSA changes to telling them all as always that they had the choice to change their rules or keep their existing rules and to my knowledge no one has chosen to change

yes I agree that he's over the line.. but in all my years of umpiring I've never had that scenario come up.. and as you know I'm a "stickler" for wording of a rule.. I hope I never have it happen and call the runner out when the catcher touches the strike mat holding the ball and then have the Mgr. come out and argue.. but blue neither one of his feet ever crossed the line...lol

and if since both feet didn't cross over the line can he be tagged?? ...

rox11.. in your post you ask about the CL then you ask about scoring?? the CL and scoring line are 2 different lines.. yes the runner can score by "FALLING" (not sliding) head first over scoring line... as far as the CL I've never had a runner trip and fall head first over line but have his feet not cross over and I don't ever remember this question coming up.. DD is the runner that falls head first over the CL committed to home or can he return to 3B??

I have umpired senior ball for over 20yrs and I've seen more off line throws at 1st base than I can remember but I rally can't remember where there was a collision because of the defensive player COMING BACK to the bag.. the collisons happened when the defensive player crossed over into the runners lane to go after the bad throw .. what I don't like about the rule is that it REWARDS the defense for the bad throw from the fielder and makes it easier for them to record an out.. also the runner has always been told to make sure to touch the safety bag if there is a play being made on him and now you're going to allow the defense to use it..

how's this for a play.. batter hits a ball to deep SS and runner is racing down base line and 1 step away from the base when 1st baseman crosses over standing on the safety bag and reaches out to catch a bad throw on foul side of base line and runner collides with him .. using old rule with a bang bang play I would have obstruction on the defense for blocking the safety bag .. now I have no idea what the call would be because the defense is allowed to use the safety bag
